Policies and Schemes for supporting Small and Medium sized Enterprises, Women-owned Enterprises in Hoa Binh province

In order to support and develop businesses, especially small and medium-sized enterprises and women-owned enterprises, the People's Committee of Hoa Binh province has issued a number of support programs and policies as follows:

1. Plan No. 91/ KH-UBND dated June 27, 2018 on the implementation of the project to support women starting a business in the period of 2018-2025 in the province with a number of objectives and main contents as follows:

(a) Objectives:

* Phase 1: From 2018-2020

- 100% full-time staff of Women's Unions at all levels; officials of departments and branches participating in the implementation of the Scheme were trained and fostered to raise awareness and methods to support women in starting and developing businesses; 80% of women members are propagated and raised awareness about employment and entrepreneurship.

- Vocational training and retraining for 2,500 female employees; supporting at least 80 women to start their own businesses and start-ups; support the establishment of 05 cooperatives and at least 10 groups of cooperatives managed by women; 100% of women's businesses are consulted and supported in business development.

* Phase 2: From 2021-2025

- 100% full-time staff of Women's Unions at all levels; Officials of departments and branches participating in the implementation of the Plan are trained and fostered on methods to support women in starting a business, developing businesses, building brands, connecting and consuming products.

- 80% of women's members receive propaganda and raise awareness about employment and entrepreneurship; vocational training and retraining for 3,000 female workers; support at least 100 women start-ups; Coordinate and support the establishment of 05 cooperatives and at least 10 cooperative groups managed by women.

- 100% of newly established women's businesses are consulted and supported in business development.

(b) Main supporting content:

  • Propagating and mobilizing women to raise awareness of the Party's guidelines, the State's policies and laws on entrepreneurship and business development; The role of women in economic development
  • Supporting women in innovation, business development and entrepreneurship
  • Organize Women's Entrepreneurship Day
  • Support to improve business capacity and start-up for women with viable business ideas
  • Legal support, branding, intellectual property for women to start businesses, start-ups with innovation
  • Support access to credit
  • Research, propose policies, inspect and supervise the implementation of legal policies to support women in starting a business and developing businesses.
  • Research and evaluate activities to support women in starting a business and developing a business
  • Inspect and supervise the implementation of policies and laws related to business development and start-ups for women

(c) Contact point: Hoa Binh Provincial Women's Union.

(d) In addition to policies to support women starting a business, Hoa Binh Provincial People's Committee also issued Plan No. 90/KH-UBND dated June 27, 2018 on the implementation of the project "Propaganda, education, advocacy and support" supporting women to participate in solving some social issues related to women in the period 2017-2027” in the province. In order to support women to actively train their moral qualities and sense of law observance. Clearly define the roles and responsibilities of the Association at all levels, contributing to solving pressing problems in the relevant society; improve knowledge/practice skills, create a clear change in women's behavior in participating in solving a number of priority social issues related to women and girls, contributing to the implementation of socio-economic development goals of the province.

With specific goals:

Phase 1 (from 2018 to 2022):

- 60% of officials, members, women and parents with children under 16 years old are provided with information and knowledge on preserving and training moral qualities and a sense of law observance; on parenting education; women's ability and role in ensuring food safety and preventing gender-based violence; prevention of abuse of women and girls; prevention and control of child marriage and consanguineous marriage.

- 80% of full-time staff at all levels of the Women's Union participating in the project implementation are trained to improve their professional capacity, skills and skills to support women to participate in solving social problems.

- 70% or more of women who are provided with knowledge and skills to prevent gender and domestic violence are willing to speak up against violent acts. Every year, there are no serious cases of abuse and violence against women and children that the Association does not speak up in a timely manner.

- Each commune, ward and township has built at least 01 model of advocacy and support for women to participate in solving and monitoring a number of priority social issues that can be replicated.

Phase 2 (from 2022 to 2027):

- 80% of officials, members, women and parents with children under 16 years old are provided with information and knowledge on preserving and training moral qualities and a sense of law observance; on parenting education; women's ability and role in ensuring food safety, preventing gender-based violence, Population - Reproductive health, building a happy family, implementing a 5 no, 3 clean family.

- 95% of full-time staff at all levels participating in the project implementation are trained to improve their professional capacity, skills, and skills in order to support women to participate in solving social problems.

- 80% or more women are provided with knowledge and skills
