Policies and Schemes for supporting Small and Medium-sized Enterprises, Women-owned Enterprises in Hanoi city

In order to support and develop businesses, especially small and medium-sized enterprises and women-owned enterprises, the People's Committee of Quang Ninh province has issued a number of support programs and policies as follows:

1. Decision No. 5742/DQ-UBND dated December 29, 2020 approving the project to support small and medium-sized enterprises in Hanoi for the period 2021-2025 with a number of main objectives and contents as follows: after:

(a) Objectives:

Implement synchronously and effectively the contents of supporting SMEs specified in the Law on SME Support and guiding documents; in order to accelerate the development of SMEs in the province; attracting investment capital for development, creating jobs; create a favorable, equal and stable investment and business environment for SMEs to contribute increasingly to the province's socio-economic development; contributing to improving the competitiveness and international economic integration of the province.

Detail goal:

- Accelerating administrative procedure reform and application of online public services at level 3 and level 4. Strive to achieve 100% online public services at level 4 by 2025, creating favorable conditions for businesses industry to enter the market, contributing to the improvement of the City's PCI;

- Improve the quality and operational efficiency of SMEs, strive for an average growth rate of new businesses of about 10%/year (about 30,000 new enterprises/year on average), strive in the period 2021-2025 to achieve this goal. the city has 150,000 newly established enterprises;

- In the period of 2021 -2025, small and medium enterprises strive to achieve the following targets: (1) Create about 1.5 million new jobs for employees; (2) The proportion of export turnover of the SME sector accounts for over 25% of the capital's total export turnover; (3) Contributing over 40% of GRDP and over 30% of the City budget;

- Consolidate and upgrade existing models of centralized and joint production to develop and form about 10 clusters of industry linkages and value chains in 5 potential development industries, including: Information technology; Electronic industry; Mechanical engineering; High-tech agriculture; Preservation and processing of agricultural products and food;

- Support at least 500 SMEs in the field of production and processing in the following industries: Information technology; Electronic industry; Mechanical engineering; High-tech agriculture; Preservation and processing of agricultural products and foodstuffs participating in industrial clusters and successful value chains.

(b) Main supporting content:

• Support the implementation of administrative procedures (reform administrative procedures)
• Support access to credit
• Tax and accounting support
• Support for premises to serve production and business activities for SMEs
• Technology support, incubator support, technical facilities
• Support market expansion, trade promotion
• Information, advice and legal support
• Consulting support for SMEs
• Supporting human resource development for SMEs
• Support human resource development
• Support SMEs to convert from household businesses
• Support SMEs to join clusters and value chains
• Support according to Hanoi's mechanism
• Support enterprises to implement administrative procedures on business registration
• Support to promote digital transformation for newly established businesses
• In-depth consulting support for manufacturing and processing SMEs
• Support consultants for small and medium enterprises
• Encourage and promote household businesses to transform into enterprises
• Compiling and publishing the annual Hanoi Business White Paper

2. Decision No. 1901/QD-UBND dated April 18, 2018 on approving the project to support women in starting a business in the 2018-2025 period with a number of objectives and main contents as follows:

(a) Main objective:

Target
Raising awareness of women about the guidelines, policies and laws of the Party, State, and Hanoi City on entrepreneurship and economic development, promoting the realization of business and production ideas, contributing to the implementation of national goals on business development and the National Strategy on Gender Equality. Striving to 2025 to achieve the following specific goals:

- 90% of Union officials at all levels participating in the implementation of the Scheme have been able to raise awareness and methods to support women in entrepreneurship and economic development.

- 70% of women members are propagated and raised awareness about entrepreneurship and economic development.

- Supporting 1,500 women to start a business and start a business.

- Coordinate and support the establishment of 30 cooperative groups/cooperatives, association groups managed by women.

- 20,000 women start-ups and female-owned businesses are consulted, supported in starting and developing businesses.

(b) Main supporting content:

• Propaganda about entrepreneurship
• Advocating and guiding women to establish groups and cooperative groups according to their production and business lines, groups of female-owned enterprises, sharing management skills, operating production and business to create linkages in the industry. produce and consume products, form a chain connecting units, support women to start a business and develop the economy.
• Supporting women to connect to realize startup ideas.
• Monitor and critique the implementation of policies to support start-ups and propose to support women in the capital to start up businesses and develop the economy.
• Increase the mobilization of resources for the implementation of the Project.
• Organize a startup contest
