Policies and Schemes for supporting Small and Medium sized Enterprises, Women-owned Enterprises in Ha Nam province
In order to support and develop businesses, especially small and medium-sized enterprises and women-owned enterprises, the People's Committee of Ha Nam province has issued a number of support programs and policies as follows:
1. Resolution No. 22/2019/NQ-HDND dated July 12, 2019 stipulating a number of policies to support the development of small and medium-sized enterprises in the province with a number of objectives and main contents as follows:
(a) Objectives:
Implement synchronously and effectively the contents of supporting SMEs specified in the Law on SME Support and guiding documents; in order to accelerate the development of SMEs in the province; attracting investment capital for development and job creation; create a favorable, equal and stable investment and business environment for SMEs to contribute increasingly to the province's socio-economic development; contribute to improving the province's competitiveness and international economic integration.
(b) Main supporting content:
- Support the implementation of administrative procedures (reform administrative procedures)
- Support the rental price of production space
- Support human resource development
- Support access to credit
- Tax and accounting support
- Support market expansion, trade promotion
- Support information, advice
- Consulting support for SMEs
- Supporting human resource development for SMEs
- Support human resource development
- Supporting SMEs to convert from household businesses
- Support SMEs to join clusters and value chains

2. Plan No. 3563/KH-UBND dated December 8, 2017 on the implementation of the project to support women in starting a business in the period 2017-2025 in the province with a number of objectives and main contents as follows:
(a) Main objective:
- At least 100% of full-time members of the Association at all levels and officials of departments, branches and mass organizations will be raised with awareness and methods to support women in starting a business and developing business.
- At least 95% of female members are propagated and raised awareness about employment and entrepreneurship.
- Supporting 1,500 women to start a business and start a business.
- Coordinate and support the establishment of 20 cooperatives/THTs managed by women.
- 1,000 newly established women's businesses are consulted and supported in business development.
Targets
Targets for the period 2017 - 2020:
- At least 90% of full-time members of the Association at all levels and officials of departments, branches and mass organizations will be raised with awareness and methods to support women in starting a business and developing businesses.
- At least 85% of female members are propagated and raised awareness about employment and entrepreneurship.
- Support at least 700 women to start a business and start a business
- Coordinate and support the establishment of 10 cooperatives/THTs managed by women
- 500 newly established women enterprises are consulted and supported in business development - production.
Target period 2021 - 2025:
- 100% of full-time members of the Association at all levels and officials of departments, branches and unions have been raised in awareness and methods of supporting women in starting a business and developing business.
- 95% of female members are propagated and raised awareness about employment and entrepreneurship.
- Supporting 800 women to start their own businesses and start-ups
- Coordinate and support the establishment of 10 cooperatives/THTs managed by women
- 500 newly established women enterprises are consulted and supported to develop production business.
(b) Main supporting content:
- Support to realize ideas; enhance competitiveness for newly established female enterprises
- Organize Women's Entrepreneurship Day
- Support to improve business capacity and start-up for women with viable business ideas
- Legal support, branding, intellectual property for women to start businesses, start-ups with innovation
- Support access to credit
- Strengthening the capacity of units supporting women to start and develop businesses
- Guide, check, propose to adjust or improve policies to support women in starting and developing businesses
- Research and evaluate activities to support women in starting and developing businesses.
- Check the implementation of policies and laws related to business development and start-ups for women
